Cosmetic Product Safety Report

A Cosmetic Product Safety Report (CPSR) is an official document that confirms the safety of a cosmetic product and includes a toxicological analysis of its individual components. For every cosmetic product, the report must be prepared before the product is placed on the EU market.

The report is prepared in accordance with Regulation (EC) No. 1223/2009 on cosmetic products, which replaced the previous Directive 76/768/EEC. The regulation aims to harmonize regulatory requirements, simplify procedures, and ensure a high level of protection of human health in the EU.

The Cosmetic Product Safety Report is only one part of the necessary documentation before launching a new cosmetic product.

What is required before placing a new cosmetic product on the market?

  1. Cosmetic Product Safety Report (CPSR)
  2. Product Information File (PIF)
  3. Test reports of the product
  4. Notification on the CPNP portal

Cosmetic Product Safety Report
The CPSR consists of two main parts:

  • Part A – Product Information
    Includes data about the product, its ingredients, and the tests performed. It is prepared in accordance with Annex I of Regulation (EC) No. 1223/2009 and the 2013 Commission guidelines.
  • Part B – Safety Assessment
    Contains the professional opinion of a Qualified Safety Assessor, confirming that the product is safe for its intended use. The assessor is responsible for ensuring the product meets all safety requirements and may approve, reject, or approve the product under specific conditions.

PIF Documentation – Product Information File
Regulation 1223/2009/EC requires that every cosmetic product has a Product Information File. This is essentially a folder or collection of documentation that includes at least:

  • A description of the cosmetic product
  • The Cosmetic Product Safety Report (CPSR)
  • Description of the manufacturing method and a Good Manufacturing Practice (GMP) statement

If the product claims a specific effect or performance, evidence must also be provided. Effectiveness evidence can be obtained through efficacy studies.

Product Test Reports
Documentation requires verification of the product’s safety and quality. Common tests include:

  • Physical-chemical tests: pH, viscosity, density, stability, content of natural or organic ingredients
  • Microbiological tests: microbiological purity, challenge tests for preservative efficacy
  • UV protection (if the product contains UV filters): SPF, UVA protection, photostability, water and sweat resistance
  • Dermatological tests: skin irritation, allergy assessment, hypoallergenic tests
  • Stability and compatibility tests
  • Other: dermatological tests, UV tests, efficacy tests if claims are made

CPNP Notification
Once all analyses and studies are completed and the documentation is prepared, the product must be notified to the European Commission. Notification of cosmetic products is done electronically via the CPNP (Cosmetic Products Notification Portal) and applies to all EU member states.
